3. COMMISSION AND TERMS OF PAYMENT
a. Retail rates are non-commissionable.
b. Cost of advertising is payable at the time of purchase unless the advertiser or his agent has established credit with The State Port Pilot.
c. Balances not paid by the 25th day of the month are subject to a charge of 21 percent APR.
d. Accounts more than 60 days past due will void a contract
agreement and the open rate will be applied retroactively.
e. The billing period for The State Port Pilot begins on the first day of each month and ends on the last day of the month.
f. Political and "going out of business" advertising is accepted
only with payment in advance.

4. GENERAL POLICY
The publisher reserves the right to reject or cancel any advertising. The publisher will not be responsible for typographical errors or misprints beyond cancellation of the charge for the space of the item affected. The publisher assumes no responsibility for errors in any advertisement greater than the cost of the advertisement.

DEADLINES

Insertion orders for pre-printed inserts must be received by The State Port Pilot at least seven days prior to the date of insertion. Inserts must be delivered to the Whiteville printing facility no later than Friday before scheduled insertion. Local inserts delivered to the Southport office of The State Port Pilot must be received by Friday.

10. SPECIAL SERVICES
a. Basic design and layout services are provided the advertiser at no additional charge. All work is copyrighted, however, and may not be reproduced without permission of the publisher.
b. Rates for specially requested photographic or art work may apply and are available upon request.
c. There is no additional charge for in-house photography work. Photography work outside the office may be charged on the basis of time and distance. The advertiser may be asked to provide a suitable illustration if, in the publisher’s judgment, staff photography is not feasible.

11. SPECIAL PAGES/SECTIONS
The State Port Pilot will honor requests for placement of advertising by newspaper section whenever possible. Position, however, is neither sold nor guaranteed.

12. R. O. P. DEPTH REQUIREMENTS
Minimum size display advertisement accepted: one column inch. Advertising ordered more than 19 inches in depth will be charged as full depth (21 inches).

13. CONTRACT AND COPY REGULATIONS
a. All advertising not covered by a signed agreement will be
charged at the open rate unless the frequency or volume discount requirement is met.
b. The State Port Pilot reserves the right to adjust rates in
accordance with any new rate schedule which may be adopted.
c. In the event of an error in an advertisement on the part of the publisher, the liability of The State Port Pilot will be limited to the cost of the advertisement. Full credit will be given when the error destroys the effectiveness of the advertisement; pro-rated credit will be given when the effectiveness of the advertisement is diminished. The advertiser should check the first appearance of an advertisement for correctness, as the publisher will be liable for only one incorrect insertion. Faxed proofs are immediately available upon request.
d. Advertising is accepted with the understanding that the
merchandise or services offered are accurately described and
willingly sold to customers at the advertised price. Deceptive or misleading advertising is never knowingly accepted.
e. Cancellation of advertising before the term previously agreed upon must be requested by the advertiser in writing and should be acknowledged by the publisher.
f. The word “Advertisement” will be printed at the top of any
advertisement which could be mistaken for news content.
g. Political advertising must bear the legend “Paid for by
(committee or individual)” within the advertisement, in
accordance with North Carolina General Statutes.
